Congresswoman King-Hinds Introduces the HOME Act to Promote Veteran Homeownership
Washington – Last week, Congresswoman Kimberlyn King-Hinds proudly introduced H.R. 3720, the Heroes Owning and Materializing Equity (HOME) Act of 2025. This innovative legislative effort is designed to promote housing stability for veterans through enhanced financial literacy and support.
“Veterans across our nation are facing a growing homelessness crisis,” said Congresswoman King-Hinds. “It is critical that we equip our veterans with the knowledge and resources necessary to secure their financial futures and maintain stable housing.”
The HOME Act directs the Department of Veterans Affairs (VA) to establish a comprehensive database of homes available specifically to disabled veterans. It also aims to strengthen outreach regarding home loans and adaptive housing benefits for disabled veterans residing in U.S. territories – where VA housing programs are vastly underutilized.
The legislation empowers the VA Secretary to collaborate with nonprofit organizations to provide veterans with targeted financial counseling, particularly for those utilizing VA-backed home loans. Additionally, the HOME Act seeks to improve residual income guidelines to better reflect veterans’ financial realities, making homeownership more accessible.
Congressman Derrick Van Orden (WI-03), who chairs the House Veterans’ Affairs Subcommittee on Economic Opportunity, joined as an original cosponsor of the HOME Act.
“Homeownership is a part of the American Dream that every veteran should have the opportunity to achieve,” said Rep. Van Orden. “Expanding access to resources like financial counseling for vets using the VA Home Loan program will ensure they are making informed, financially smart decisions before purchasing a home.”
