Congresswoman King-Hinds Celebrates Appointment of Angel Demapan as Deputy Assistant Secretary for Insular and International Affairs
Washington – Today, Congresswoman Kimberlyn King-Hinds welcomed the appointment of Angel Demapan as the new Deputy Assistant Secretary for Insular and International Affairs within the U.S. Department of the Interior, praising his deep knowledge of regional issues and long-standing public service in the Commonwealth of the Northern Mariana Islands.
“Angel has long demonstrated a deep understanding of the issues that matter—not just to the CNMI, but to the broader Pacific region,” said Congresswoman King-Hinds. “From his service as Chief of Staff to the Governor to his tenure in the CNMI House of Representatives, Angel has built a reputation for navigating complex challenges, forging consensus, and advancing the interests of our community.”
King-Hinds noted that Demapan’s qualifications were evident when she appointed him to serve as her Legislative Director at the start of the 119th Congress.
“When I came into office, I knew I needed someone who could build relationships and move policy forward. Angel did just that,” said Congresswoman King-Hinds. “He brought tremendous skill and professionalism to our office, earning the respect of congressional colleagues and committee staff across the aisle. It’s no surprise that when the Trump Administration looked for someone who could build strong relationships between the federal government and the insular areas, Angel rose to the top of that list.”
Demapan’s appointment also comes at a critical time. Governor Palacios has formally requested that the Trump Administration resume Section 902 Consultations under the Covenant. As someone who has previously served on two separate 902 Consultation teams for the CNMI, Angel brings rare experience and institutional knowledge that will be invaluable to the federal team if discussions resume.
“This is what it means to grow leadership from within and build credibility through service,” said Congresswoman King-Hinds. “It’s not about hiring the flashiest firm or outsourcing our voice. It’s about showing up, doing the work, and proving that we belong at the table because we’ve earned our place there. Angel’s appointment reflects what happens when you combine experience, integrity, and a real commitment to public service. That’s how we build influence—by doing the work that matters.”
She also expressed her sincere appreciation to Interior Secretary Doug Burgum and President Donald J. Trump for their confidence in Demapan and for reaching into the territories to ensure qualified leadership at the federal level.
“I thank President Trump and Secretary Burgum for recognizing the value of regional expertise and elevating someone who knows our islands and our issues firsthand,” said Congresswoman King-Hinds. “It sends a powerful message that the Trump Administration sees the Pacific not as an afterthought, but as a vital part of the national conversation.”
