Responding to the Suspension of EVS-TAP

Last week, the Department of Homeland Security announced the suspension of the CNMI Economic Vitality and Security Travel Authorization Program (EVS-TAP), adding another challenge to an already struggling tourism industry. With visitor arrivals declining and our businesses and families facing increasing economic pressure, the consequences of a prolonged suspension could be significant. Immediately following the announcement, I spoke directly with the White House, Homeland Security Secretary Markwayne Mullin, and House leadership about the suspension and the urgency of restoring the program. Secretary Mullin personally assured me that he would work with the CNMI to understand and address the concerns that led to the decision. I also wrote to President Trump requesting his personal intervention and an expedited review involving DHS, the Department of the Interior, and the Commonwealth government. EVS-TAP was established during his first administration, and I believe there is a path to resolving the outstanding concerns and restoring the program. Already, I have spoken with senior leaders in both the administration and Congress about the critical condition of the CNMI economy and the role the federal government has in preventing its collapse. Our tourism industry, government revenues, and the livelihoods of our people are all connected, and federal decisions affecting our economy must take those consequences seriously. EVS-TAP remains suspended, and there are procedures for addressing the security and law enforcement concerns that may arise under the program. My immediate priority is working with our federal partners to resolve the outstanding issues and secure its resumption as quickly as possible. There is a great deal at stake for our Commonwealth, and I will continue pressing for the urgency our situation demands.
