Inviting Local Input on CNMI Labor Stabilization
A draft proposal to update the CNMI’s immigration transition framework is now circulating for review, with a focus on hearing directly from leaders and the community like you before anything is formally introduced in Congress. The draft Northern Mariana Islands Labor Stabilization Act reflects months of conversations with employers, workers, and residents about what is and is not working under the current system, and how it can better reflect the long-term workforce needs of the Commonwealth. The proposal looks beyond a short-term transition model and outlines a path to extend CNMI specific labor authority, strengthen enforcement, reduce unnecessary burdens on employers, and address gaps that have persisted since the pandemic. Importantly, this is a working draft. Input from the Governor, local officials, and community stakeholders is essential to shaping a final product that is grounded in the realities of our economy and workforce. This stage is about listening, refining, and building a shared understanding before moving forward.
