Defending the Rights of Americans in the Territories

Last week, Representative Morgan Griffith of Virginia introduced the End Birthright Citizenship for Territories Act. More than anything, the bill is a reminder that we still have work to do educating some Members of Congress about who we are, the legal rights of Americans living in the territories, and the unique relationships that govern each of our islands. The proposal would infringe on the rights of Americans in the territories and, in the CNMI, disregard the Covenant and the mutual consent provisions that are fundamental to our relationship with the United States. That is why I have been speaking with my colleagues to explain what this bill would actually do and why it is so deeply flawed. I know this proposal caused understandable concern throughout the territories. The good news is that many Members of Congress from both parties recognize the problems with this legislation. I will continue making our case, and I am confident this bill will not become law.
