Committee of the Whole?

So, what is the “Committee of the Whole”? Great question! As your Delegate to Congress, I have the ability to vote on the floor when the House meets as the Committee of the Whole—a special setting used to consider and amend legislation. While delegates like me cannot vote on final passage, we can vote during this stage of the process. These voting rights were first granted in 1993, have been removed and reinstated over the years, and are currently in effect. This gives the CNMI a real voice in shaping legislation before it reaches a final vote. Alongside the important work we do in committees, it’s one more way I can represent you and make sure our community’s voice is heard in Congress.
