Former Saipan resident Kenneth C. Torres was on Capitol Hill Wednesday showcasing wares and programs of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) at a Congressional Explosive Ordnance Disposal Caucus event. Mr. Torres is the Chief of the ATF Explosives Enforcement and Training Division responsible for the management and development of explosives training and policy.
