FY 2026 Community Project Funding Requests

Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies

 

  • Amount Requested: $4,000,000
  • Intended Recipient Municipality of Tinian and Aguiguan, San Jose, Tinian, MP 96952
  • Explanation of the Request: Funding would be used to install water infrastructure to serve new households in Marpo Heights, Tinian.

 

  • Project: Library expansion project
  • Amount Requested: $3,500,000
  • Intended Recipient Joeten-Kiyu Public Library, 2745 Insatto St., Saipan, MP, 96950
  • Explanation of the Request: Funding would be used to expand the library to provide access and services to more library patrons and house and preserve additional documents and materials.

 

  • Project: Heavy Equipment acquisition
  • Amount Requested: $2,000,000
  • Intended Recipient Municipality of Saipan, 2799 Teer Drive, Saipan, MP, 96950
  • Explanation of the Request: Funding would be used to purchase heavy equipment to maintain and improve infrastructure and public property.

 

  • Project: Medical Supplies Warehouse
  • Amount Requested: $1,500,000
  • Intended Recipient: Commonwealth Healthcare Corporation, 1178 Hinemlu St., Garapan, Saipan, MP 96950
  • Explanation of the Request: Funding would be used to complete construction of a medical supply warehouse to store medical and hospital supplies.
  • Project: Firefighting Personal Protective Equipment

 

  • Amount Requested: $1,280,000
  • Intended Recipient Department of Fire & Emergency Medical Services, Station I Tekken Drive Susupe, Saipan, MP, 96950
  • Explanation of the Request: Funding would be used to purchase Firefighting Personal Protective Equipment that meets NFPA 1971 standards.

 

  • Project: Talakhaya Water Catchment
  • Amount Requested: $1,200,000
  • Intended Recipient: Municipality of Rota, Tatachok Village, Rota, MP 96951
  • Explanation of the Request: Funding would be used to modernize and expand water catchment infrastructure to better distribute freshwater resources throughout Rota.

     

  • Project: Solar Photovoltaics System
  • Amount Requested: $900,000
  • Intended Recipient: Department of Public Safety, Tekken St., Susupe, Saipan, MP 96950.
  • Explanation of the Request: Funding would be used to install a solar photovoltaics system to reduce utility costs.

     

  • Project: Solar Pathway Lighting Project
  • Amount Requested: $800,000
  • Intended Recipient: Division of Energy, Department of Public Works, Capitol Hill Road, Saipan, MP 96950
  • Explanation of the Request: Funding would be used to install lighting along the Governor Froilan C. Tenorio Pathway.

 

Appropriations Subcommittee on Transportation, Housing and Urban Development, and Related Agencies

  • Project:  Route 36 Improvement, Phase 1B
  • Amount Requested: $5,500,000               
  • Intended Recipient: Department of Public Works, Oleai Joeten Commercial Center, Saipan, MP 96950
  • Explanation of the Request: The project would construct approximately 1.2 miles of all-weather roadway along Route 36 on the northern coast of Saipan. Upon completion, this road would provide a safe, alternate route in the northeast portion of the island, reducing traffic congestion on Route 30.
  • Project: Route 205 South

 

  • Amount Requested: $3,000,000               
  • Intended Recipient: Department of Public Works, Oleai Joeten Commercial Center, Saipan, MP 96950
  • Explanation of the Request: Construction of 2,400 feet of collector highway improving accessibility and safety for the Carolinas subdivision in Tinian.
  • Project: Student Center Digital Infrastructure

 

  • Amount Requested: $1,267,295               
  • Intended Recipient: Northern Marianas College, Finasisu Lane, Saipan, MP, 96950
  • Explanation of the Request: Funding would be used to equip the new NMC Student Center with essential digital infrastructure to enhance workforce development initiatives, advance student success, and build economic resilience.

 

  • Project:  Saipan Airport ADA compliance initiative
  • Amount Requested: $1,000,000               
  • Intended Recipient: Commonwealth Ports Authority, Francisco C. Ada/Saipan International Airport, Saipan, MP 96950
  • Explanation of the Request: Funding would be used for Architectural/Engineering Design Services to enhance accessibility in compliance with the Americans with Disabilities Act. The project would improve accessibility for individuals with disabilities or health and medical issues.

 

  • Project:  Tinian Airport electrical systems upgrade
  • Amount Requested: $1,100,000               
  • Intended Recipient: Commonwealth Ports Authority, located at  Francisco C. Ada/Saipan International Airport, Saipan, MP 96950
  • Explanation of the Request: The project would modernize the electrical systems across several areas at the Francisco Manglona Borja Tinian International Airport improving operational efficiency, safety, and the overall traveler experience.

 

  • Project:  Specialized vehicles acquisition
  • Amount Requested: $1,300,000               
  • Intended Recipient: Commonwealth Ports Authority, located at  Francisco C. Ada/Saipan International Airport, Saipan, MP 96950
  • Explanation of the Request: Funding would be used to acquire essential specialized vehicles for airport operations to streamline operations, improve efficiency, and empower personnel to carry out their duties effectively while upholding safety standards and regulatory compliance.

 

  • Project:  Maintenance equipment and tools
  • Amount Requested: $880,000  
  • Intended Recipient: Commonwealth Office of Transit Authority, 12841 Lower Base Dr., Saipan, MP 96950
  • Explanation of the Request: Funding would be used to acquire maintenance equipment and tools tailored for the COTA Maintenance Facility. Maintenance equipment and tools would help maintain transit vehicles and infrastructure and improve the reliability and quality of public transportation services.

 

  • Project:  Transit vehicles
  • Amount Requested: $780,000  
  • Intended Recipient: Commonwealth Office of Transit Authority, 12841 Lower Base Dr., Saipan, MP 96950

Explanation of the Request: The project would procure and ship ADA-compliant transit vehicles for Rota and Tinian municipalities. Transit vehicles are needed to augment transportation accessibility for individuals with disabilities and contribute to the efficient operation of the shared ride service, promoting inclusive mobility solutions.
