A Covenant Built on Consent - Remarks at Right to Democracy’s Congressional Briefing

As our nation approaches the 250th anniversary of the Declaration of Independence, I was honored to provide virtual remarks last Thursday for Right to Democracy’s congressional briefing, “What Does ‘Consent of the Governed’ Mean in U.S. Territories?’” I highlighted the CNMI’s unique relationship with the United States, founded on the Covenant and the principle of mutual consent. While our people chose through a democratic process to become a part of the American family, we must continue working to ensure that the voices of territorial communities are heard when federal decisions affect our economy, recovery efforts, and future. America’s founding promise that the government derives its power from the consent of the governed must apply equally to all Americans, including those living in our commonwealths and territories.
